As the Debian maintainer I think I should answer this...
I do not think it is 2.2.3-7.1 that makes the difference because
in that version only translational changes was made. And 2.2.3-7
only fix a purge issue.
2.2.3-6 however has a quite major changes:
horde2 (2.2.3-6) unstable; urgency=low
* Added better ldap support, closes: #222702.
* Updated standards version from 3.5.6 to 3.6.0.
* Added ldap-server to the suggest line.
* Moved php4-ldap from own recommend to alternative recommend instead
of other database.
* Removed recommend on php4-imap. That should be handled by imp3.

* Moved horde-debian.php.in from source base dir to debian dir and
also renamed becuase it is only useful for sql.

* Created a new horde-debian template file for ldap support.

It is probably the thing that fix bug 177017 that cause your problem.
Check if it include the correct file for you in the configuration.
After that a couple of issues regarding php pear has been fixed and
it probably can be some kind of issue there.
