[horde] Sidebar and Portal Default Preferences

Hi All,

I wanted to find out if there was a way to change default settings for the 
sidebar and the portal, specifically sidebar size and page refreshes for the 
portal and sidebar.  I know each user can change the settings manually 
under "Options", but I wanted to change the default settings so that the users 
will not have to change it themselves.
