[horde] Sidebar and Portal Default Preferences

to change defaults you can change the prefs.php file found in the config
directory of each horde module.

the side bar settings are in horde/config/prefs.php

for the sidebar refresh time

$_prefs['menu_refresh_time'] = array(
     'value' => 60,

for the side bar width

  $_prefs['sidebar_width'] = array(
     'value' => 150,
