[horde] Time-Zone Question

I have tried changing to a different timezone with no effect. Horde simply
ignores my preference and starts with a time 1 hour behind my system (local)
time.
Is this the default behaviour of Horde? I would assume it should simply use the
system time, which would be okay by me. I do not understand your comment about
my server not allowing me to change the time zone. By "server", do you mean
Windows 2000 or my smtp mail server? By the way, I am running the mail server
from the same box.
The timezone "Africa/Lagos" I've selected, is from the down list presented by
Horde, so I can't see why it should not "know" it.
A little clarification would be appreciated. Thanks.
