[horde] First step after unpacking Horde

I have used Horde in more installations since version 1
but with version 3 I'm simply blank on how to get started

I have unpacked the Horde ver. 3.0.2 distribution in a horde directory. 
Then the INSTALL file tells to
point the browser to that directory and "Click on Configuration in the 
Administration menu" but
in my Administration menu there is no Configuration to click on, but a 
Setup that tells me
" No version found in your configuration. Regenerate configuration."

What am I missing here ?
