[horde] problem enumerating the users

I get errors when I try to get the list of users in 
Administration -> Users

specific entry in /tmp/horde.log is
Feb 15 12:38:54 HORDE [emergency] [horde] Too many login failures [on
line 236 of "/var/www/html/horde/admin/user.php"]

IMP is handling the authentication and SQL Database and everything seems
to be entering data fine in SQL (entries going into horde_datatree - but
no data has made it into horde_users)

Horde preferences and backend for Datatree storage both use SQL
database / horde defaults

I presume the problem is the fact that the horde_users table isn't
getting populated - but I could be wrong but I need to solve this issue.
