[horde] Mail Menu Item MISSING

Guys,

	If I log in as one of the admins into Horde, Mail shows up in the
left pane and I can go into the inbox. If I log in as a regular user the
Mail Item doesn't show up and I can't access the inbox. If I add that user
as an admin it then shows up. 

Any idea what it could be?
