[horde] horde_prefs - categories and category_colors

I am not understanding what is getting written to the horde_prefs
table...
When I cleared out the settings and created them again...

I don't understand all of the number pairs in category_colors - where
they came from - what their purpose is.
What I am trying to accomplish (and I basically am already there) is a
complete set of hooks to set users default values to another's uses
saved values and these values (above with all of the strange numbered
pairs) really whack things when these values are 'hooked' into another
user as default.
Is there a purpose for these numbered pairs or is this something buggy
in Horde -> Options -> Categories and Labels ?
