If people do not understand, that's may be a problem of docs..
I've had the same problems.
You say Horde 3.1 (Head)
then Horde 3.x and no CVS Tag which one?.

It is not so easy to find the right tag to use to get the right CVS 
branch. It would be great to say in that doc

http://horde.org/source/versions.php:  (FRAMEWORK_3)

Don't known even what to say about 2.x if we want CVS support on it.

After we see:
http://www.horde.org/source/snapshots.php and you speak about RELENG.. 
(is it FRAMEWORK_3?)

The only useful info is http://www.horde.org/source/modules.php where we 
begin to understand.
But for us, what is the diff between FRAMEWORK_3 and RELENG_3 ?.

Just improve a little bit the documentation, there will be less mistakes 
whith cvs install and less work for you.. :-)

In versions.php, could you just add the tags as you did for 3.1 (HEAD) 
and may be for beginers more explicit: HORDE 3.0 (CVS tag= FRAMEWORK_3)
