[horde] Problem handling timezones in Solaris?

I noticed that Jonah and IMP have been returning times in GMT regardless of
the user's settings.  It made me wonder if this is an issue with the
underlying Horde installation.

Solaris 8 x86
Horde 3.0.3
IMP 4.0.2
Apache 1.3.33 PHP 4.3.9
System's TZ=US/Eastern

Just in case, I upgraded all of the required PEAR modules this afternoon.
The problem persists.
