[horde] horde CVS and lib/Horde

Hello,

Sometimes, I'm trying to use CVS as I have no clear answer. That should 
just one command!.
PHP Warning:  main(): Failed opening 'Horde/Perms.php' for inclusion 
(include_path='.:/usr/share/php:/usr/share/pear') in 
/var/www/HORDECVS/horde/lib/core.php on line 36

If I have a look at CVS:
http://cvs.horde.org/horde/lib/
There is no Horde directory in lib.

I've been told not not to mix cvs and tarball. So How can I get the 
Horde directory?.

With a little help, I can test/debug? head version.

Any idea?.
