[horde] How to remove Blocks from the list

Hi all,

I don't know how to remove blocks from the listbox in the layout page.
for example i want to help users from adding Weather.com or Google search 
to their portal.
is there a file or something where is stored the list of the blockes made 
available in the layout ?
or is there another way to solve my problem ?
