You can do something like this in your httpd.conf file:

<Directory /var/www/html/horde>
php_admin_flag allow_url_fopen on
</Directory>

The php_admin_flag and php_admin_value settings are valid within the
Directory container of httpd.conf, and I believe within the VirtualHost
container itself.
