[horde] Portal blocks not displaying

Hiya -

I had to re-install my machine, and I am getting it back online.

Since the re-install, everything works - except the horde portal blocks.  When I
go to layout, all blocks are still there as they were on the last machine, but
they do not display.

on other users, only one or two of the blocks display.  The weather block no
longer displays :(

I have the latest Horde, imp kronolith (etc).  All appears to be working.
I have php 4.3.10...  apache2...  Pear is in place and the horde tests do not
complain about anything.

Any ideas?
