The install-packages.php script just creates a directory ('Horde') inside 
your include_path. You'd need to have access to a machine running php/pear 
(including the 'Console' package) to run the script. You could do this on 
a home computer running php/pear, then finally just copy the Horde 
directory to your web server, putting it somewhere in your include_path.
