[horde] Are Horde Permissions inheritable?

So then what effect, if any, do Permissions have on Sources?  If I can set
Permissions there, but it has no effect on child entries, why make it an
option?  What's it even do?  Its confusing - most filesystems, for instance,
inherit permissions from their parent folder..
