[horde] IMP Problem with invalid TO-Header

If in a message the TO-mailheader has following content:

To: undisclosed-recipients:;

the IMP shows no mail-messages in the INBOX instead the following error:

  Fatal error: Call to undefined function: raiseerror() in
/usr/share/php/Mail/RFC822.php on line 197
