[horde] new type of passwd module to horde

You would send it to the sort list or the dev list. It'd be nice if you 
explained things a bit, though, instead of just claiming you've come up 
with a much better one. With no code or examples to go on, I'd have to 
doubt that you're providing all of the drivers and flexibility that the 
current passwd code provides. And I suspect you're using an old 
version, not the actual current code.
