[horde] Can't config horde through web

When I go to setup in the administation menu and click on horde to 
update the configuration it doesn't do anything, it just stays on the 
setup page.  However whenever I click on any other app like imp or 
kronolith it takes me to their config page.  Any ideas?
Running horde 3.1-cvs updated as of today.
