[horde] Horde Layout not displaying

It happens with any block I add. It would be a fresh preferences table
for the layout part I would assume although I have upgraded from Horde 2
to 3. The layour part has never worked since I first installed Horde H3.
Im at a loss as to what it could be. Ive run the mysql update script and
everything else seems to be working great.

Are you trying to add a specific block, or does this happen with any 
block.? Do you start with a fresh preferences table, or does the user 
already have a layout set?
