[horde] Can't configure Metar block

Hi, all.

I'm trying to get the Metar block to work*, but the only thing that it
will display is "No location is set."  When I try to configure it (via
the Layout button), I see the Block Type field (which works) and Block
Settings (which doesn't display any options).

Any thoughts on what I could be doing wrong (if anything)?  Thanks.

* Under FreeBSD 4.11-RELEASE-p3 with Apache 2.0.52pl3 running PHP 4.3.11
