[horde] Administrator Privileges

When using IMP to authenticate to Horde, is there a way to grant certain
users administrator privileges?  I have useres specified in
horde/config/conf.php on the line '$conf['auth']['admins'] =
array('Administrator', 'dwarren') however the 'Administrator' option in the
side bar never shows up.  IMP is authenticating local users using imap-ssl. 
I can't seem to be able to configure Horde applications / etc unless I go
in to horde/config/conf.php and change it back to the defaults that allow
the Administrator to login without a password.  And how do you change/set
the password for 'Administrator'?
