[horde] Everybody can log in as administrator without password

In authentication tab in the set up select "Let a Horde application handle
authentication", in which user should be treated as administrators add 
emai IDs
on your server those will log in through imp and are administrators, tick the
store and validate IP filed and in the application drop down select imp, if in
case by deault "Let Horde app....." is selected first select something 
else and
then come back to this so that the next drop down is enable by horde. You can
easily fix this by this method, you can also select other authentication
methods.
