Sure. You're right. I'm backing up every day, so that's no problem. 
Better testing with a "real" database during every day's work. I think 
that will help wiping out errors and finding bugs.

Nevertheless, the problem stated above seems to be a vital one. Perhaps 
it's some javascript error, I don't know. A popup window shows the 
user's rights for Horde, IMP, Nag, Turba and all the other installed 
modules. When clicking somewhere in that window all checked boxes 
cleared automatically. Somehow that was responsible for restricting 
every user's permissions.
