[horde] horde vs chroot

Hello,

I have a horde installation in a chrooted environment, everything works
fine, except for imp's spellchecker. After some investigation, I found
that imp uses php's exec() to call ispell, exec() uses popen, which, in
turn calls a shell to execute it's argument. The problem is, of course,
that I don't have a shell in the chroot, and really prefer not to
install one either.
My question is this: are there any plans to change this situation, or
this is an accepted shortcoming?
