[horde] MIME Magic Support (fileinfo): No , how to make it to "Yes"

I executed
"pear install fileinfo" to install the fileinfo PECL
but I got "checking for re2c... exit 0;
checking for gawk... gawk
checking for fileinfo support... yes, shared
checking for magic files in default path... not found
configure: error: Please reinstall the libmagic distribution
`/tmp/tmpWHaFRJ/Fileinfo-1.0.2/configure' failed"

what is libmagic  library?  My server is running Redhat AS 3 update 5
