[horde] horde - Accounts support or compatible with horde 3.0.x ?

While the CVS HEAD version of accounts should work with Horde 3.x, there
is no current H3 release, and probably never will be.  Accounts has been
depreciated as it is no longer really needed in H3.  It was designed
originally to save menu space, but the new H3 menu system removes this
need.  It grew as a way to report account settings, but this is now 
available as an H3 portal block.  So it just really isn't needed any more.
