[horde] Can't Regenerate Horde Config

I'm still trying to get this to work

I've found I can go to

http://rosemontinnbb.com/horde/admin/setup/config.php

but not

http://rosemontinnbb.com/horde/admin/setup/config.php?app=horde

However it appears no matter what I put into the config.php setup forms 
I keep getting

There was an error in the configuration form. Perhaps you left out a 
required field.

I assume this is because the app=horde param is left off the url when 
bringing up the form.

Anyone have any idea's what might be causing this?
