[horde] How to keep "setup" option while authenticated through IMP

It seems that "Administration" option disappears , when authentication 
is being done through IMP, even the user is in the admins list and 
horde is mentioned in the apps list for IMP.

Horde 3.0.9. IMP- 4.04

Where am I wrong?
