/etc/horde/* ONLY contains the configuration files (well, at least in
Debian). Also the configration files for IMP, etc.
All other files will be installed in /usr/share/horde3 

If you have apache 1.x running, a new file will be
added:  /etc/apache/conf.d/horde.conf
That contains the configuration of apache for horde.
(or /etc/apache2/conf.d/horde.conf)
Don't forget to reload the apache before you can use horde:
            /etc/init.d/apache reload
                    or
            /etc/init.d/apache2 reload


Btw, I made a mistake, the default link is  http://localhost/horde3
(iso /horde)
