[horde] Horde 3.1 (final)

I would like to offer a big Thank You to the Horde and Imp developers 
for the new releases today! I just patched the installation here and so 
far everything appears to be working.


Oops... right before sending this i did notice one minor issue. It 
appears that horde/templates/portal/footer.inc is no longer used. Is 
there a new place to put information to be included on the bottom of 
the portal page?
