[horde] lanaguage selection dropdown problem

I'm not sure when this happened, but the language selection drop down 
(in Horde -> Options -> Your Information -> Locale and Time -> Select 
your preferred language) isn't displaying correctly.  Languages that 
use non-western character sets show up using the strings in 
config/nls.php. eg..

   Chinese (Simplified) (简体中文)
   Russian (Русский)

If you switch lanaguages, it shows the proper character set for any 
strings that have been translated... but the prefs drop down still 
shows up w/ those entities.

Any ideas on fixing this?
