[horde] SESSION and Auth not available in conf.php?

Hi,

Why is it that even though the horde conf.php file gets parsed with
every request, it is not possible to access $_SESSION variables or auth
info from within this file?

I am trying to make some changes to conf depending on some additional
user-specific settings, but cannot seem to access these settings from
within conf.php
