[horde] Problem with my horde language

Hi friends, I changed the language to spanish in my
horde imp by default, but it does not change. Then I
back the configuration by default where the user can
choose the language. But it does not work. Now I can
not choose spanish language.
How I can fix the language in my horde?, Is it a linux
problem or horde problem?
