[horde] Dreaded "DB Error: unknown error" on IMP 4.1.2 > 1MB

I had an epiphany :)

It appears like my syntax for max_allowed_packet was incorrect (I have
no idea where I got that from).

Changing to this:

max_allowed_packet = 1073741824

...corrected the issue...
