[horde] administrator cannot access setup

I tried adding a user with the name 'administrator'.

When i log in as this user I get a normal screen with no admin
functions available. This is when i log in via
http://myserver.com/horde/

If i attempt to log in via http://myserver.com/horde/admin i can log
in but there is no admin functions and I receive the following error
message:

"A fatal error has occurred
Forbidden.
Details have been logged for the administrator."
