[horde] Problem in accessing the sub-domains of Horde from India

Hello all,
    I am from India and I can't access the horde
sub-domains(lists.horde.org, bugs.horde.org, etc.. ) in my computer.
First, I thought it may be the issue with my ISP. But I tried with 3
different ISPs and the result is the same. is it part of some
upgrade/maintanence ?
