[horde] Problems with horder base

I'm trying to install horde base on a IIS server 5.1 on windows xp running
php 5.1.

I've just installed pear and when I run the test module in horde I get
nothing at all - just a blank page.

If I remove the include in php.ini for pear - then it runs and sais pear
does not exist - what is the problem? help
