[horde] Can't start a second horde session?

Alright.  I understand the problem now.  Is there a way to not use  
cookies for session purposes in the new version?  If so what are the  
consequences?

This isn't a show-stopper but I'm getting leaned on from higher-ups  
to account for why they can't do what they used to be able to do.
