[horde] DIMP Installation

OK thanks. I have taken framework-HEAD and unpacked it into the Horde  
directory. The install docs tell me to then execute

php -q install-packages.php

but I don't have console access. I've tried running  
install-packages.php from a browser, but get a 403 error. Any  
suggestions?
