[horde] Global options page

Hi,

I've got a question about the Options > Global option page. As far as I
understood this this page is only shown for an administrator, not for a
normal user. Changes in this page, for example the theme, will only affect
the preferences for this administrator.

>From the mailing lists I found out that changes for all users can be made be
changing the prefs.php file (ie. default settings), for example changing the
theme for all users.

Now my question is, is there a way to change a setting for only one user? Or
in other words, how do I enable this global options window for other users
beside users with administration rights?
