[horde] Global options page

Hi,
Ok. Then I have probably misconfigured something as this menu is not
available when a login is performed with a normal user. Do you know where I
can configure this?

You have misunderstood what the Global options are. The Global options is
a per-user options page just as it is for imp, ingo, turba etc. The Global
options apply to the Horde framework and are options common to all
applications that may live under horde. Every user has their own set of
Global options.
