[horde] Global options page

Hi,

I have an sqlite3 back-end for preferences enabled. As far as I can see
other preferences are stored fine (I dumper the database). It is just the
screen which isn't show upon a login in the web interface. Since the problem
does not occur for an administrator user it seems unlikely to me that the
problem lies in the backend? 

Why do you assume this? Isn't this a setting somewhere wheter to show this
screen or not?

It will be something to do with the preferences backend you have selected. 
You need to configure this in the Horde settings in the menu under Horde > 
Administration > Setup and then Horde.  Either you have no backend 
selected there, or the backend you selected isn't setup correctly.
