[horde] Public cal. task colors

If category_colors has valid values in it by default, but doesn't show  
those colors if it's locked, that's a bug.

You should be able to specify them in prefs.php. If that doesn't work,  
then that's a bug. Although if you want _both_ categories/colors that  
can't be modified _and_ the users to be able to add their own, that  
isn't supported, and very likely won't be until we revisit categories  
vs. tags vs. calendars in Kronolith 3.0.
