[horde] Portal Page Updates

What I normally see is one continue to work and the other will stop.
I traced it and finally decided that there was interaction in  
httpcllient.js with the callInProgress gate. I turned off the logic  
for this  and I got some relief. But looking around more - I am  
convinced I don't know how this should really work with multiple calls  
all at once.
