[horde] install problem

I'm have a `horde' of a problem getting it installed on a Debian box.  I'm 
using the READMe supplied but end up with this message:

A fatal error has occurred
Required "charset" not specified in preferences SQL configuration. The 
file /usr/share/horde3/lib/../config/conf.php should contain a 
$conf['prefs']['params']['charset'] setting.

[line 525 of /usr/share/horde3/lib/Horde.php]

I'm guessing that the mysql create script is missing something but I'm a 
mysql dummy.
