[horde] Language change is not working

|Hello,

the language change is not working on the login page of Horde.
You have the combo-listbox where you can choose the different
languages, but the text will not change. You will see as well
always the "Welcome" Message instead of, for example "Willkommen".

|Horde: 3.1.3
PHP Version: 5.2.0-8
