[horde] horde/test.php does not recognize installed PEAR packet

You need to pay attention to your include_path setting. PHP, at least  
in the context of your Horde install, doesn't know about the PEAR  
directory where File is installed. Given that other packages show as  
installed, you probably even have multiple PEAR directories.
