[horde] pref hooks

According to the hooks.php file...

  * NOTE 2: Preferences hooks are ONLY executed on login. Preferences are
  * cached during a users session and, to avoid unnecessary overhead every time
  * a preference is accessed, the results of hooks are cached as well. This
  * leads to ...

However, i put a Horde::logMessage in the _prefs_hook_fullname and 
_prefs_hook_from_addr functions and checked the log - it seems the pref hooks 
are being called twice before a "Login success" and three times after a "Logout".

Is this right? I thought the pref hooks were only executed on login - why does 
it look like it is being called more?
