[horde] Why run setup.php as CLI?

Why has setup.php to be called on the CLI? I was very confused about that 
because most of the other groupware projects that run in the browser as well as 
general web content management systems use a setup routine with web-forms.

This fact makes it difficult for users without CLI access, especially on shared 
web servers. I think this why other projects grow very fast... because the 
installation is very easy and lead by a browser-based interface.

As I've seen there's no magic happening during the setup process. What's the 
problem with a browser-based installation process?
